Neon lighting is understood through the concepts of quantum mechanics. The atoms of neon gas inside the tube are bombarded by energetic electrons, produced by running an electric current through the gas in the tube at high voltage. The electron-atom collisions excite electrons in the neon atom to higher energy levels, from which they fall back down. As they do so, they emit light at certain colors characteristic of the gas in the tube. (For example, neon is known for its red glow.) But, other wavelengths including ultraviolet light are produced as well.

It is the ultraviolet light that is used to make different colors. If part of the gas tube is coated with a colored phosphor on the inside, it will glow when it is hit by the ultraviolet light produced by the neon gas. (This procedure is similar to the way colors are produced in a color television set.) The resulting color depends on the type of phosphor used.
